唔知點解我慢慢鍾意咗numbers同graphs。老實講，呢個係我最唔expect會發生嘅事。Anyway，第一次讀完呢份由新加坡財政部（MOF）準備嘅「Singapore Public Sector Outcomes review」報告，一種sensational嘅感覺跑遍我全身。呢個係一份寫得非常靚、容易理解嘅報告，展示咗一個好logical嘅approach嚟管理新加坡呢個國家。當然冇人會expect MOF有更少。新加坡政府用清晰嘅數字quantify佢哋討論嘅每個key point。任何人都可以話佢哋想achieve robust嘅social security、world-class嘅environment同infrastructure、secure又influential嘅國家、strong嘅family同cohesive嘅society或effective嘅government。但真正嘅問題係你點measure effective government???或world-class environment and infrastructure？冇measurement嘅話，你點知你achieve咗目標定fail得好慘？Social security、effective government或任何其他目標都充滿ambiguity。能夠commit to certain numbers，呢個show commitment同dedication。同時你可以claim你improve咗某啲嘢20-30%，但如果其他國家manage to attain 40-50%嘅improvement，咁你究竟係go ahead定falling behind？新加坡政府唔單止commit to improve嘢，佢哋show唔同嘅comparative studies嚟compare新加坡同其他國家。我哋睇下從報告extract嘅一啲數字：

1. 新加坡2005至2010年GDP

簡單啲嚟講，如果你2004年有$100，到2010年你口袋有$146.2。對一個whole society嚟講唔錯啦係咪？新加坡managed to achieve呢個只有modest level嘅inflation，1-3%以內，除咗2008年。單喺2010年，新加坡GDP增長率就有14.5%！

2. 新加坡Financial Security

以上graph顯示monthly income，即每年超過SGD $60,000。

3. Robust Infrastructure、Good Connectivity

原報告仲有好多其他noteworthy嘅數字同insights。老實講我唔覺得我可以比報告入面嘅更meaningful嘅insights，所以呢度嘅目的只係show一啲examples，如果你有興趣就睇完整報告Singapore public sector outcome review。另一個important point係新加坡政府嘅以下statement：「喺呢個context下，set同monitor個別agencies嘅outcomes雖然useful但唔夠。MOF同各Ministries因此合作建立whole-of-government outcomes同適當嘅indicators嚟track我哋嘅progress。Ministries同agencies已經agree一套common outcomes，佢哋嘅priorities已align。正如health screening report幫一個人做wise嘅choices支持佢嘅health，monitoringwhole-of-government outcome indicatorsguide我哋理解current同emerging嘅policy issues，因此需要嘅strategies、programmes同resources。」管理一個國家就好似管理一間super大嘅corporation。大公司嘅每個division可以有自己嘅agenda/benefit。佢哋可能唔想為overall公司嘅good犧牲某啲嘢。我見到好多top越南corporations都有呢個情況。新加坡ministries/agencies committed to work towards whole society嘅well-being！好啦今日就講到呢度，祝大家weekend愉快！多謝，Chandler
